È un’occasione importante per le parti interessate per rivedere e celebrare i progressi raggiunti nella “alfabetizzazione all’uso dei media e dell’informazione per tutti”.

Cari amici mi spiace non essere più con voi dopo 70 anni assieme. Ma anche la natura ha i suoi ritmi. Sono stati anni per me molto stimolanti che mi hanno portato a conoscere il mondo e la natura umana. Soprattutto ho avuto la fortuna di conoscere gente che mi ha aiutato a realizzare quello che ogni uomo vorrebbe scoprire. Grazie alla scienza e a un metodo che permette di affrontare i problemi in modo razionale ma al tempo stesso umano. Malgrado una lunga malattia sono riuscito a portare a termine tutte le mie trasmissioni e i miei progetti (persino una piccola soddisfazione: un disco di jazz al pianoforte…). Ma anche, sedici puntate dedicate alla scuola sui problemi dell’ambiente e dell’energia.

È stata un’avventura straordinaria, vissuta intensamente e resa possibile grazie alla collaborazione di un grande gruppo di autori, collaboratori, tecnici e scienziati. A mia volta, ho cercato di raccontare quello che ho imparato. Carissimi tutti, penso di aver fatto la mia parte. Cercate di fare anche voi la vostra per questo nostro difficile Paese. Tema: “Alimentare la fiducia: Un imperativo per l’alfabetizzazione ai media e all’informazione”.

EDIZIONE 2021

L’undicesima Settimana globale di alfabetizzazione ai media e all’informazione sarà celebrata dal 24 al 31 ottobre 2022 e sarà ospitata dalla Nigeria.

La Settimana globale dell’alfabetizzazione mediatica e informativa 2022 sarà ospitata dalla Nigeria. Nella Nostra agenda comune, relazione del Segretario generale delle Nazioni Unite António Guterres, i leader mondiali hanno assunto dodici impegni. Tra questi impegni, Guterres ha sottolineato che i valori della fiducia e della solidarietà sono il collante della coesione sociale e delle conquiste sociali per il bene comune.

Tuttavia, la dura realtà è che il fattore fiducia si sta erodendo. Considerando il contesto sopra descritto, la comunità globale è chiamata non solo a riaffermare e aumentare l’impegno per l’alfabetizzazione ai media e all’informazione per tutti, ma anche a sviluppare nuove iniziative sull’alfabetizzazione ai media e all’informazione per alimentare la fiducia. Pertanto, la Settimana globale MIL 2022 si concentra sulla fiducia e sulla solidarietà in relazione a persone, media, piattaforme digitali, governi, settore privato e organizzazioni non governative. Il documento mette in evidenza alcune azioni promettenti dell’ultimo anno in relazione all’alfabetizzazione mediatica e informativa e come quest’ultima contribuisca ad alimentare la fiducia e a contrastare la sfiducia.

L’alfabetizzazione all’informazione e quella ai media sono settori tradizionalmente separati e distinti ma la strategia dell’UNESCO è quella di accorparli nella Media and Information Literacy-MIL, come insieme combinato di competenze (conoscenza, capacità e comportamento) necessarie al giorno d’oggi per la vita e il lavoro. L’obiettivo è quello di creare società in cui le persone, grazie al possesso di competenze nell’informazione, nella comunicazione e nelle tecnologie, partecipi più consapevolmente alla governance a allo sviluppo sostenibile. MIL ha lo scopo di rendere i cittadini capaci di pensare in maniera critica e di interagire in modo informato ed etico con i contenuti e i servizi dell’informazione e dei media, allo stesso tempo propone un uso creativo e mirato della tecnologia da parte degli utilizzatori e rafforza la conoscenza dei diritti digitali e delle questioni etiche concernenti l’accesso all’informazione e il suo utilizzo. In questo modo MIL contribuisce a rafforzare il dialogo interculturale, la libertà di espressione e la pace in una società sempre più digitale.

La missione dell’UNESCO di creare società alfabetizzate ai media e all’informazione si realizza attraverso una strategia complessiva di MIL che comprende la predisposizione di modelli per gli insegnanti, la cooperazione internazionale, lo sviluppo di linee guida per varare politiche nazionali, l’articolazione di un quadro di riferimento per gli indicatori, ma anche l’istituzione di una rete universitaria e di una clearing house.

Lo sviluppo della MIL mira ad offrire anche una risposta sistemica e di lungo termine alla disinformazione, in quanto fa appello alle politiche educative nazionali proponendo un utilizzo innovativo della tecnologia per le strategie di educazione sia formale che informale con l’obiettivo di far progredire l’apprendimento permanente per tutti.

MIL contribuisce al raggiungimento dell’Obiettivo di Sviluppo Sostenibile 16.10 (assicurare il pubblico accesso all’informazione e proteggere le libertà fondamentali) e 11 (città e comunità sostenibili) attraverso l’aumento di consapevolezza dei cittadini e la costruzione di comunità inclusive, resilienti e sostenibili. MIL contribuisce anche a OSS 4 (educazione di qualità) insegnando le competenze digitali e promuovendo il pensiero critico, e OSS 5.b (emancipazione delle donne attraverso le ICT) rilanciando le capacità delle persone di individuare gli stereotipi di genere e gli incitamenti all’odio, inclusa la discriminazione intersettoriale, in tutti i tipi di media e sulle piattaforme digitali, e di opporvisi.

Sostanzialmente MIL opera per contrastare l’impatto della disinformazione e della errata informazione in quanto fornisce ai cittadini il pensiero critico e l’interazione informata con tutti i tipo di contenuti, offline e online.

Riconoscendo queste sfide e il potenziale della MIL di affrontarle, portatori di interessi a tutti i livelli, quali governi, autorità locali, media, gruppi per i diritti dei giovani, educatori e insegnanti, ricercatori, regolatori dei media, biblioteche, musei e molti altri stanno intensificando i loro sforzi e investimenti nelle azioni collegate alla MIL. In questo contesto l’UNESCO viene vista come leader mondiale per il progresso della MIL poiché l’Organizzazione ha al proprio attivo azioni efficaci e programmi che hanno prodotto risultati concreti nel rispetto dei bisogni effettivamente esistenti. Tra queste iniziative anche la creazione di una rete di università su MIL e dialogo interculturale,  corsi online ai quali tutti possono accedere , materiale per gli insegnanti , un’alleanza mondiale per il partenariato su MIL .

 

 

Ogni anno l’UNESCO e la Global Alliance for Partnerships on Media and Information Literacy (GAPMIL)  organizzano la Global Media and Information Literacy (MIL) Week, durante la quale si svolgono eventi ricorrenti (come la International MIL and Intercultural Dialogue Conference e Youth Agenda Forum) ed eventi in tutto il mondo per promuovere la diffusione della MIL a livello interdisciplinare.

Ci possono essere effetti salutari deleteri in un minorenne cardiopatico con pacemaker che vuole iniziare la scherma a causa dei sensori elettrici della tuta di allenamento e gara?



non ho trovato informazioni specifiche sui sensori usati nella scherma nelle basi dati e strumenti informativi a mia disposizione, essendo ormai in pensione, dispongo solo di quelli gratuiti.
Due aspetti risultano dai link che ti giro su fonti affidabili, il primo è che gli sport di contatto sarebbe meglio evitarli. Sulla scherma il punto è controverso. Il secondo punto è che vi sono molti dispositivi utilizzati anche a casa che è oppurtuno evitare di usare in maniera troppo ravvicinata. Di seguito trovi i link utili a chiarire tali aspetti. Anche se l'inglese è l'attuale lingua franca della scienza, dobbiamo comunque accogliere lingue diverse, per quanto possibile; ad esempio, includendo abstract in lingue non dominanti, come già fanno molte riviste non-lingua franca per l'inglese.

Evitare i conflitti di interesse

Rimuovere o ridurre i vincoli sul numero di referenze negli articoli di ricerca e, se del caso, imporre la citazione della letteratura primaria a favore delle recensioni per dare credito al gruppo o ai gruppi che per primi hanno riportato un risultato.

Sosotenere il diritto di ogni individuo alla ricerca e consente diverse forme di partecipazione in tutte le fasi del processo di ricerca.

Essere espliciti sui criteri utilizzati per raggiungere le decisioni di assunzione, mandato e promozione, evidenziando chiaramente, soprattutto per gli investigatori in fase iniziale, che il contenuto scientifico di un articolo è molto più importante delle metriche di pubblicazione o dell'identità della rivista in cui è stato pubblicato.

Ridurre drasticamente l'enfasi sul fattore di impatto della rivista come strumento promozionale, idealmente cessando di promuovere il fattore di impatto o presentando la metrica nel contesto di una varietà di metriche basate sulle riviste che forniscono una visione più ricca delle prestazioni della rivista

Jonathan Tennant, PhD, era un paleontologo, un attivista e sostenitore di Open Scholarship, un fondatore di Open Science MOOC (piattaforma educativa aperta), PaleorXiv (piattaforma di pubblicazione aperta), era un autore di numerosi libri, articoli scientifici, discorsi pubblici e presentazioni per la riforma della scienza. Ha ispirato molte persone a unirsi al movimento per una scienza migliore. Jon è morto tragicamente il 9 aprile 2020 a Bali. Il convegno focalizzerà l’attenzione sui risultati di punta della ricerca e del lavoro interdisciplinare per l’applicazione delle nuove tecnologie nella ideazione di archivi e piattaforme digitali innovative, nella ricostruzione di rappresentazioni storiche o nella creazione degli allestimenti virtuali di spettacoli dal vivo.
L’ obbiettivo è testare quale importanza abbia la politica di Open Data e Open Access non solo per la conservazione, la salvaguardia, la valorizzazione e la disseminazione del patrimonio culturale “immateriale” in ambito scientifico e museale, ma anche in quello imprenditoriale (Made in Italy) individuando quali possibilità si aprano per la formazione di nuove figure professionali e l’impiego.

Scopo primario di questo convegno è il sostegno delle politiche europee, oggi focalizzate al raggiungimento della Open Science, i cui obiettivi saranno illustrati nel corso della prima giornata dagli interventi di autorevoli rappresentanti stranieri, quali Eva Mendez, chair OSPP EU, e dei nostri colleghi di diversi ambiti disciplinari che presenteranno la Roadmap dell’Università di Roma “Tor Vergata”.

Al Workshop, che chiuderà i lavori del convegno, interverranno imprenditori del Made in Italy, rappresentanti del mondo teatrale (Teatro di Roma) e laureati-stagisti per portare la loro testimonianza nell’ambito lavorativo e professionale dialogando con gli studiosi e gli esperti.

Il convegno è organizzato dall’Università degli Studi di Roma “Tor Vergata” in collaborazione con YERUN, il MIBACT e il Consorzio GARR, che garantisce la diretta streaming e la collaborazione tecnica unitamente al Centro di Calcolo di Ateneo.

    In a world of stigma and flow – how youth master information in their daily lives
    This talk will discuss how young people naturally use information as part of their daily lives. The talk will particularly emphasize emotional aspects and ask why young people may choose to either actively engage in information interaction or withdraw from it. Individual patterns of information interaction will be related to personality traits and sense of coherence. The talk will highlight phenomena such as stigma, information avoidance, fear of missing out, serendipity and flow. The talk will conclude with a discussion of a holistic understanding of everyday information mastering, as including both cognitive, behavioural and emotional aspects.

    Concept and development of an Information Literacy Curriculum Widget

    (full paper) Information literacy, the access to knowledge and use of it are becoming a precondition for individuals to actively take part in social, economic, cultural and political life. Information literacy must be considered as a fundamental competency like the ability to read, write and calculate. Therefore, we are working on automatic learning guidance with respect to three modules of the information literacy curriculum developed by the EU (DigComp 2.1 Framework). In prior work, we have laid out the essential research questions from a technical side. In this work, we follow-up by specifying the concept to micro learning, and micro learning content units.
    This means, that the overall intervention that we design is concretized to: The widget is initialized by assessing the learner’s competence with the help of a knowledge test. This is the basis for recommending suitable micro learning content, adapted to the identified competence level. After the learner has read/worked through the content, the widget asks a reflective question to the learner. The goal of the reflective question is to deepen the learning. In this paper we present the concept of the widget and its integration in a search platform.

    Analysing Informed Learning at Maastricht University

    (full paper) Learning and teaching should be at the forefront of innovation through the informed use of a wide range of evidence contextualised to the specific circumstances of the institution and discipline. Maastricht University (UM) puts emphasis on analysing learning and important 21st-century skill development, such as information literacy skills. Informed learning is a distinct way to approach information literacy in that it addresses the functional, situated and critical nature of learning to deal with information. However, we have limited insight to what extent informed learning practices occur. The aim of the present paper is to answer the question how we can analyse informed learning at Maastricht University. More specifically, in what way can we collect data about the link between information and the learning process to receive insights from both teachers and students? The present paper reviews several studies, which described how to analyse information as part of the learning process.
    In conclusion, these are the three most important recommendations for the UM regarding analysing informed learning:
    1) Analyse to what extent the functional, situated, and critical approach of informed learning are practiced with a mixed approach,
    2) Quantitatively and qualitatively analyse the issues related to information use within the learning process in a student and teacher population by means of surveys, focus groups, and course syllabi.
    3) Use both formative and summative assessment to measure information literacy skills.
    Data can thus be collected from several perspectives (e.g. institutional, teachers, and student). By collecting these data, we can increase the awareness regarding information literacy as part of the learning process. In addition, these data can provide input for useful interventions to optimise information literacy education at the UM in order to provide students with one of the most essential skills for their future career.

    Information Literacy, epistemic cultures and the question „Who needs what?“

    (short paper) In the field of Information Science the concept of Information Literacy (IL) has two different dimensions: On the one hand it refers to the curricular content itself, that is the question which particular competencies Information Science students need to have. On the other hand it is strongly related to the increasing number of target groups for whom information specialists develop and realize instructions and trainings with the aim of strengthening IL. The second dimension is a challenging task insofar as information specialists have to make themselves familiar with the particular epistemic cultures of their target groups in order to develop tailored instructions and trainings for them. But how do we analyze/explore the information needs of members of an epistemic culture which is not familiar to us? How can we understand what kind of support or service a member of a specific academic discipline or social group exactly needs if we are not familiar with that discipline or group? Understanding the information needs of someone who belongs to another epistemic culture is a challenging task which requires special knowledge and methodical expertise.
    The conference contribution presents “Information Didactics” as a new didactical approach which lends itself to an advanced concept of IL. It expands the view from the traditional field of IL to an universally adoptable didactical concept which is applicable to classical IL training as well as to other instructional activities in the field of Information Science as for example the development of data literacy skills.

    Digital and information literacy as discursive mapping of an information landscape

    (full paper) This paper presents findings from empirical research into a large dataset (around 1m words of text) in which are recorded dialogues between small groups of learners on a postgraduate HE course, as they propose, negotiate and enact digital and information literacy practices.
    Members of the groups are students on an educational technology course and while collaborating on a complex design problem, can be observed introducing and validating informational and technological resources to other group members, and then taking on a teaching role when it comes to helping other members use these resources most effectively. These are practices that Wenger, White and Smith (2009) have called “stewarding”, and we propose that it is in the development of their stewarding capacity that digital and information literacy practices can be seen emerging in the learners, in ways that are potentially transferable out of the HE context.
    Following David Harvey (1996), we propose that the groups that work most effectively are creating “discursive maps” of their information landscapes (Lloyd 2010); these maps are used to define and explore the context. Whereas, groups who jump too quickly to a solution do not create an appropriate discursive map and so their digital and information literacy is more limited.     Improving tagging literacy to enhance metadata and retrieval for open educational resources

    (full paper) The growing amount of open educational resources and the diversity on learning and teaching makes social tagging attractive for the educational field. Social tagging services become valuable in contexts where users can support the enrichment, sharing and management of relevant resources. Potential benefits are the enrichment of incomplete metadata, which is crucial to offer effective retrieval services. However, user tagging skills need to be fostered if users shall effectively contribute to the idea of collaboratively sharing and creating educational resources. We aim at fostering user tagging literacy. We analysed tags and user behaviour from a German referatory for educational resources. Our results show that users apply specific tags for their learning and teaching resources that we tried to assign to additional tag categories. Based on our results, we suggest improving such services with a more user-centric approach that supports the development of user competencies on social tagging. We will contribute to a better understanding of user tagging behaviour in services focusing on educational resources. On the one hand, this will help us to improve current services. On the other hand, we are able to build services that foster tagging literacy. This will be beneficial for users, which will be able to better manage their digital resources, and for infrastructure providers, which can apply user-generated data to improve their services.

    Information Literacy Online – An Erasmus+ Project to improve students’ competencies
    The ILO MOOC concentrates on information literacy elements which are relevant for all subjects/disciplines. As IL also covers subject-specific elements, the project demonstrates the extension of the ’generic’ information literacy MOOC for two disciplines: Business Administration and Psychology. An innovative approach of the MOOC is be the implementation of a technology-based assessment component which allows students to get feedback on their learning success.
    A special aspect of the project concerns offering this content to six European cultural and language groups: English, German, Spanish, Catalan, Slovenian and Croatian. By addressing three of the largest language groups in Europe, the MOOC will be available to many citizens with different native languages. Moreover, it will be one of the first MOOCs available in Slovenian and Croatian and as such provide a new innovative model for MOOC development in these two language areas. The multilingual approach will not only consider formal translation but also cultural-specific differences in the various realizations.
    This talk will give an overview of existing MOOCs on information literacy and what makes the ILO MOOC different. It will offer insights into the project background, project structure and content framework. A special emphasis will be on the demonstration of the ILO MOOC and the accessibility of the learning content. Finally, it will show how other institutions might use the ILO MOOC.

    Interactive learning technologies
    Nowadays, thanks to mobile technologies virtually all information in the world is at the reach of our hands. However, mere access to information is not equivalent to learning. Practice and feedback are some key aspects to acquire competencies and become proficient in any type of skill. Tutoring systems appeared to provide learners to receive feedback while practicing their skills. Traditionally these tutoring systems worked only for tasks that could be performed while interacting with a desktop interface. In recent years, sensor technologies have become available to the general public. Sensors can be used to unobtrusively capture the learner’s environment, physiological state and performance opening the possibility to create tutoring systems for any type of learning activity.

    Developing Metaliterate Citizens: Designing and Delivering Enhanced Global Learning Opportunities

    (full paper) Metaliteracy, originally developed in 2010 as a response to a then-limited conception of information literacy, provides a pedagogical model for thinking and knowing in a social media age that has allowed for the proliferation of false and misleading information. It is vital that individuals be thoughtful and critical consumers of information, and also responsible and ethical information creators and sharers. Metaliterate learners are developed across academic disciplines through teaching and learning that support self-direction, collaboration, participation, and metacognitive thinking. The creation of innovative, collaborative, and open online learning environments that apply the metaliteracy goals and learning objectives is imperative for reaching global learners.
    Members of the Metaliteracy Learning Collaborative, a team of faculty, librarians, and instructional designers, have created several tools, with student contributions, for teaching metaliteracy: a digital badging system, four metaliteracy-focused MOOCs, and a learning module for students making the transition from secondary to post-secondary education. Our most recent Open EdX MOOC project, Empowering Yourself In a Post-Truth World, will serve as a potential hybrid model based upon the knowledge gained from earlier projects. We will share our discoveries based on our experience conceptualizing and implementing these resources that have reached over 5,000 participants worldwide.

    The InfoLit Project (2015-18): A collaboration among eight university libraries in Hong Kong

    (full paper) The InfoLit project, led by the Hong Kong Polytechnic University, is a collaboration among all eight government- funded tertiary institutions in Hong Kong. The five sub- projects complement each other to enhance information literacy awareness and competence among students in the higher education sector: qualitative and quantitative studies to understand information literacy education needs of students in different disciplines, course enhancement funds for librarian-faculty collaborations, a librarian capacity building program, and the “InfoLit for U” MOOC.
    “InfoLit for U” MOOC is a self-paced MOOC that highlights the importance of using information analytically, creatively and wisely to study at university and for the future careers. The focal module and the eight discipline modules introduce students to the situated aspect of information literacy in university research and study settings, and were underpinned with educational theories, e.g. informed learning (Bruce, 2003), Community of practice (Lave & Wenger, 1991) Bigg’s SOLO Taxonomy (1979), ACRL Information Literacy Framework 2015, and so on. Learning objects in our MOOC can also be embedded in learning management systems to support specific pedagogical designs. Even though the project ended in 2018, participating libraries continue to explore ways to sustain this initiative beyond the project period.

    IL in secondary school

    (short paper) It is not clear which is the proper age for a student to start learning knowledge and skill in the information literacy field.
    In our high school, with young learners from 11 to 18 years old, the target of our efforts is the second grade, with ages between 13 and 14.
    The students are improving their information skill while learning another subject: spanish language and literature. Extra material has been added to the curriculum and the different learning tasks of the main subject are flavoured with requirements related to information literacy.
    We have developed a competency rank to measure the competence of the students when dealing with information. This rank can be used to the first four years of high school and, more precisely, to the students of our second grade. They learn, firstly, to understand the library. After that, are introduced to the architectonical aspects of the Internet, including search engines, protocols and web structure. With that in mind, the main aspects of the bibliographical references are explained and they start working in the selection of sources. By the end of the year, students begin to check how some information are provided from different actors and its differences.

    Creating a Multilingual MOOC Content for Information Literacy: A Workflow

    (full paper) A massive open online course (MOOC) is an online space for learning with no prerequisites for entry. All content is delivered online and learners interact with the content by navigating through it, assessing their progress, writing down their knowledge, and sometimes interacting with other students. The European project Information Literacy Online is an example of a MOOC. It has a number of set goals: it should teach the basics of information literacy to undergraduate students, it should offer study in six European languages, it should deliver content that can be re-used, it should be used mostly by “self-paced” learners who progress at their own speed through the content, and subsequently assess and see their progress as they go.
    The aim of this paper is to discuss how to build a multilingual MOOC in a location- independent and distributed collaboration scenario. The project requirements have shaped a content creation process, an authoring workflow, which we present in this paper. While the MOOC is delivered on the OpenEdX platform, the authoring workflow is centered around a versioning system which has allowed quality control processes, automated transformation processes, and the contribution of content from multiple places to occur in an asynchronous manner.
    This paper describes the workflow, sketches the technical choices made in the process, the issues encountered and their workarounds and reports on the experience gained thus far.

    Information literacy and its interplay with AI

    (short paper) Information literacy (IL) [1] – and similarly digital literacy [2, 3] – want to convey skills to handle information and data, its use and the creation of new information and services. It emphasizes to teach competencies that enable learners to adapt to new environments and thus foster life-long learning. Artificial intelligence systems (AI) enter all kinds of areas, specifically the educational sector on all levels. For example, learning analytics and learning supportive services are established. Learners might see the opportunities of those services that promise to foster individual learning and skill development. At the same time, they need to develop novel kinds of literacy to understand and to apply AI. Thus, IL teaching and literacy frameworks need to consider an adaptation to recent changes that come with AI.
    Our contribution wants to start a discussion within the IL expert field on how IL teaching needs to prepare learners for the new era of AI. We will discuss if IL teaching frameworks need to be adapted to foster AI literacy and moreover, how IL teaching concept can benefit from developments in AI. Based on a scoping review in AI in education, we will introduce current ideas of AI technology and applications and discuss them in relation to IL teaching schemes [2]. Following up the dialog of our IL working group [4], we want to contribute to current discussions on AI in education and the potential influence it might have on IL teaching, and reversely.

    Linguistic and Cultural challenges for adopting eLearning content

    The digitalization of many societal spheres is continuing and learning is more and more transformed into a digital or a blended experience. For many language communities, this requires the adoption of learning material from other languages. The translation of e-learning content, instructions and feedback leads to language issues, but also extends to the core of cultural identity. Learning involves many central aspects of social behavior touching many national differences. Thus regards addressing, power distribution, preferred learning style as well as the perceived relevance of content and the typical ways of performance review. The workshop gives the participants the opportunity to reflect these topics from various angles. The issues are introduced from a pragmatic perspective based on case studies and from a theoretical perspective of cultural dimensions. In group discussion, the priority of and the relationship between the topics as well as concrete examples can be discussed.

    Beyond Browse and Search: How Do We Build New Pathways into Digital Primary Source Archives?

    Academic Libraries and Vendors are always exploring new ways in helping students develop critical thinking and advanced research skills. This session’s panel will discuss how students are using the wide variety of interactive tools available across databases and digital collections offered by vendors and other institutions.
    Over the past twenty years, numerous primary source collections have been digitized and made available online both by vendors and institutions. Examples of other digitization efforts include but are not limited to the Flickr Commons, Internet Archive, Europeana Collections, etc. Students can now take advantage of both paid and freely available content. Not only are they interested in accessing the materials, but also in learning by “recreating the past.” The question is: how are students using the wide variety of interactive tools available across databases and digital collections (both subscription-based and free content)? The goal of this paper is to explore the innovative ways in which academic libraries are promoting the discovery and use of primary sources for pedagogical and research purposes. Whether that’s related to data visualization, contextual essays, and case studies or interactive chronologies, we’ll open the conversation to learn and share more with each other. A small group activity will follow the short panel presentation. The audience will break out into groups to brainstorm creative ways in which their academic libraries are using the interactive tools to help students develop critical thinking and advanced research skills. Then, they will reconvene to share examples of best practices.

    L’azione del Consiglio d’Europa a favore della libertà della stampa e dell’informazione è basata sull’articolo 10 della Convenzione europea dei Diritti dell’Uomo, che riconosce tale diritto fondamentale come la pietra angolare della democrazia.

    L’UNESCO ricorda la Giornata mondiale della libertà di stampa conferendo il premio UNESCO/Guillermo Cano World Press Freedom Prize a individui, organizzazioni o istituzioni che hanno dato un contributo evidente alla difesa e/o al supporto della libertà di stampa ovunque nel mondo, specialmente quando essa è stata ottenuta in una situazione di pericolo. Istituito nel 1997, il premio è assegnato da una giuria indipendente di 14 giornalisti professionisti. I candidati vengono proposti da organizzazioni non governative regionali e internazionali che lavorano in favore della libertà di stampae dagli stati membri dell’UNESCO.[11]

    Il nome del premio è stato scelto in onore di Guillermo Cano Isaza, un giornalista colombiano che venne ucciso mentre usciva dalla sede del suo giornale a BogotàEl Espectador, il 17 dicembre 1986, da parte dei potenti baroni della droga della Colombia che erano stati offesi dai suoi articoli.[12][13]Nel 2000, Cano è stato inserito tra i 50 Eroi della libertà di stampa nel mondo (International Press Institute World Press Freedom Heroes) del XX secolo dell’International Press Institute.[13]

Tuttavia il web pone sempre più un problema di controllo della qualità e, poiché il falso si nasconde dietro i meccanismi di produzione, di trasmissione e di ricezione dell'informazione, è indispensabile comprenderli bene per utilizzare le fonti in modo critico, corretto e creativo.

      In un’epoca caratterizzata dalla velocità come tratto distintivo dell’informazione on-line, la Post Verità, ovvero il superamento del concetto di verità come elemento che sancisce la percezione di attendibilità di una notizia, sembra permeare a fondo la società contemporanea.
      Non è raro imbattersi in bufale o notizie manipolate ad arte che, complici la scarsa verifica delle fonti e modalità di comunicazione sempre più rapide e meno accurate, si diffondono a macchia d’olio attraverso le condivisioni di semplici utenti o, in casi sempre meno rari, di testate giornalistiche tra le più blasonate.

      I contratti con gli editori commerciali giocano un ruolo cruciale per accelerare la transizione e compiere finalmente il passaggio definitivo verso un sistema di pubblicazione Open Access che stiamo attendendo da anni.

      Al recente convegno Berlin14 (dicembre 2018) si è creato un fronte compatto a livello mondiale per l’adozione dei cosiddetti “transformative agreements”. Di cosa si tratta? Cosa cambia nella contrattazione? Cosa cambia per le biblioteche?

      E’ percorribile una via italiana ai transformative agreements? Su quali robusti principi debbono essere fondati? Quali strumenti di monitoraggio, che a oggi ci mancano, sono necessari?

      Che impatto può avere PlanS? Può aiutare a scardinare il sistema? O sta perdendo la sua forza “rivoluzionaria”?

Partendo da questo presupposto il Team di OGP Italia inviata cittadini, enti pubblici, associazioni e chiunque abbia interesse ad approfondire i temi del governo aperto a partecipare alla terza edizione della Settimana dell’Amministrazione Aperta che quest’anno si terrà da lunedì 11 a domenica 17 marzo in tutta Italia.

      Come già avvenuto nelle precedenti edizioni, anche quest’anno la Settimana dell’Amministrazione Aperta si pone obiettivo di chiamare a raccolta tutte le persone che a vario titolo e nelle modalità più diverse si impegnano a rendere la pubblica amministrazione italiana un luogo più aperto al confronto, più accessibile ai cittadini e aperto all’innovazione.

      La Settimana dell’Amministrazione Aperta è una iniziativa collettiva, promossa e coordinata dal Dipartimento Funzione Pubblica nell’ambito della partecipazione italiana a Open Government Partnership, che si articola in sette giorni dedicati a sviluppare la cultura e la pratica della trasparenza, della partecipazione e dell’accountability sia nelle amministrazioni pubbliche che nella società.

      Quest’anno inoltre Settimana dell’Amministrazione Aperta fa parte della Open Gov Week, iniziativa internazionale promossa da Open Government Partnership dove leader e attivisti di tutto il mondo si uniranno per condividere idee, discutere soluzioni e impegnarsi in nuove forme di coinvolgimento dei cittadini nelle politiche pubbliche.

      Che tipo di iniziative include la Settimana dell’Amministrazione Aperta?

      A pochi mesi dal lancio di Plan S, l’iniziativa del network cOAlition S per una piena transizione all’Open Access (OA) dei prodotti della ricerca finanziata attraverso fondi pubblici, Università Statale di Milano e INFN – Istituto Nazionale di Fisica Nucleare si danno appuntamento, per fare il punto su luci e ombre di un piano che ha sin da subito suscitato grande attenzione e dibattito nella comunità scientifica e anche nell’ambito della LERU – League of European Research Universities. Plan S – lanciato il 4 settembre 2018 da cOAlition S – si articola in 10 principi guida, con l’obiettivo iniziale di completare la transizione all’OA dei prodotti della ricerca entro il 1° gennaio 2020, come previsto dalla Guida all’Implementazione di Plan S, con cui il network articola e dettaglia la fase di transizione con indicazioni su licenze e diritti d’autore, riviste e piattaforme, repository e contratti di trasformazione. Oltre al rettore Elio Franzini e al prorettore vicario e prorettore alle strategie e politiche della Ricerca, Maria Pia Abbracchio, partecipano all’incontro Chiara Meroni (direttrice – INFN Sezione di Milano), Stefano Bianco (cOAlition S e INF), Colleen Campbell (OA2020 – Max Planck Gesellschaft), Emilio Clementi (docente di Farmacologia – Università degli Studi di Milano e Editor in Chief, Pharmacological Research – IUPHAR), Fabrizio Andreatta (docente di Algebra – Università degli Studi di Milano) e Michele Casi, membro della Consulta dei dottorandi dell’Università Statale.       La full Open Definition spiega nei dettagli cosa questo significhi. Gli aspetti più importanti sono:

      • Disponibilità e accesso: i dati devono essere disponibili nel loro complesso, per un prezzo non superiore ad un ragionevole costo di riproduzione, preferibilmente mediante scaricamento da Internet. I dati devono essere disponibili in un formato utile e modificabile.
      • Riutilizzo e ridistribuzione: i dati devono essere forniti a condizioni tali da permetterne il riutilizzo e la ridistribuzione. Ciò comprende la possibilità di combinarli con altre basi di dati.
      • Partecipazione universale: tutti devono essere in grado di usare, riutilizzare e ridistribuire i dati. Non ci devono essere discriminazioni né di ambito di iniziativa né contro soggetti o gruppi. Ad esempio, la clausola ‘non commerciale’, che vieta l’uso a fini commerciali o restringe l’utilizzo solo per determinati scopi (es. quello educativo) non è ammessa.

        Per caso avevo già letto questa mattina un articolo su un giornale, e ripreso da altri,  riguardante questo tipo di estorsione:

        “La e-mail dei truffatori avverte che la  casella di posta ha preso un virus mentre si guardavano siti porno. La minaccia è di diffondere la notizia ai contatti personali se non verrà pagata una certa cifra”

        La Polizia Postale avvisa che è una truffa perchè al momento è tecnicamente impossibile.

        1. Tu non dovrai attaccare il carattere della persona, bensì i suoi argomenti. (Ad hominem)
        2. Tu non traviserai né esagererai l’argomento di una persona al fine di renderlo più facile da attaccare. (Fallacia del fantoccio)
        3. Tu non dovrai utilizzare piccoli numeri per rappresentare il tutto. (Frettolosa generalizzazione)
        4. Tu non sosterrai la tua posizione assumendo una delle sue premesse per vera. (Petitio principii)
        5. Tu non sosterrai che, poiché si è verificato qualcosa prima, quella dev’essere la causa. (Post Hoc / Falsa causa)
        6. Tu non dovrai ridurre l’argomento fino a due sole possibilità. (Falsa dicotomia)
        7. Tu non sosterrai che a causa della nostra ignoranza, l’affermazione dev’essere vera o falsa. (Ad ignorantiam)
        8. Tu non addosserai l’onere della prova su colui che nega l’affermazione. (Inversione dell’onere della prova)
        9. Tu non dovrai assumere che da “questo” derivi “quello” quando non vi è alcun collegamento logico. (Non sequitur)
        10. Tu non sosterrai che, perché una premessa è popolare, quindi deve essere vera. (Fallacia del Carrozzone)

        1. Non attaccherai il carattere della persona, ma la sua argomentazione. In parole povere condanna l’argumentum ad hominem, una furberia retorica per distogliere l’attenzione dall’argomento principale per dimostrarne la falsità. Quindi, se Giovanni ascolta canzoni di Manson questo non vuol dire che le sue argomentazioni in merito alla fede siano di minor valore rispetto a quelle di chi invece ascolta Radio Maria.
        2. Non esagererai o distorcerai l’argomentazione di una persona per renderla attaccabile. E’ il diffuso argomento fantoccio, quello che si tira in ballo con interpretazioni del tutto personali e infondate di un’argomentazione al fine di indebolirla e poi confutarla.
        3. Non userai pochi dati ignorando tutte le variabili per rappresentare l’intero. E’ il caso della generalizzazione affrettata: ho 10 numeri e con quelli pretendo di descrivere un fenomeno complesso, ignorando tutte le variabili in gioco che hanno un peso sostanziale. Sono quelle affermazioni un tanto al chilo che i giornalisti amano strombazzare partendo da un singolo studio (magari) o una singola affermazione di un singolo studio (cosa più frequente): un asteroide passerà a 300 mila chilometri dalla Terra diventa asteroide in rotta di collisione con il nostro pianeta. Per fare un altro esempio: gli scettici del cambiamento climatico tirano fuori piccole popolazioni di cifre, relative spesso a piccolissime aree del pianeta per dimostrare che il cambiamento climatico è un fantasia. Insomma, c’è poco da ridere.
        4. Non sosterrai la tua argomentazione partendo dall’assunto che le sue premesse siano vere. E’ il cane che si morde la coda: beg of the question o per dirla in latino circulus in probando. Quindi, se affermo che B sia vero assumendo che A è a sua volta vero, ma A non è dimostrabilmente vero, sto cercando di dimostrare la verità di B sulla base del… nulla. Casi famosi? Le argomentazioni religiose nella stragrande maggioranza dei casi (“questo testo sacro dice il vero in quanto è rivelato dalla divinità, che esiste perché ce lo dice il testo sacro”).
        5. Non affermerai che qualcosa che è accaduto prima sia per forza la causa di cosa accade in seguito. Correlazione e causa sono due cose totalmente diverse. Le vendite di calzini a pois negli ultimi 50 anni hanno seguito un trend straordinariamente similare a quello del numero di tumori al seno. Pertanto, comprare calzini a pois causa cancro al seno.
        6. Non semplificherai l’argomentazione a sole due possibilità. Questo trucchetto si applica quando si vuole obbligare qualcuno a prendere una decisione precisa, scegliendone due che ci fanno comodo e ignorando tutti gli altri possibili risultati.
        7. Non dirai che, vista la nostra ignoranza sull’argomento, un’affermazione deve essere necessariamente vera o falsa. Quindi, non possiamo dire che qualcosa è vero solo perché non è stato ancora dimostrato essere falso. Magari non si ha a disposizione l’intera conoscenza sull’argomento, ad esempio. Mi ricorda qualcosa: il burden of proof, l’onere della prova. Non puoi dimostrare l’inesistenza di Dio” è l’esempio che calza a pennello. Rispolveriamo quindi il caro Bertrand Russel:

          Se io sostenessi che tra la Terra e Marte ci fosse una teiera di porcellana in rivoluzione attorno al Sole su un’orbita ellittica, nessuno potrebbe contraddire la mia ipotesi purché io avessi la cura di aggiungere che la teiera è troppo piccola per essere rivelata persino dal più potente dei nostri telescopi. Ma se io dicessi che, giacché la mia asserzione non può essere smentita, dubitarne sarebbe un’intollerabile presunzione da parte della ragione umana, si penserebbe giustamente che stia dicendo fesserie. Se però l’esistenza di una tale teiera venisse affermata in libri antichi, insegnata ogni domenica come la sacra verità e instillata nelle menti dei bambini a scuola, l’esitazione nel credere alla sua esistenza diverrebbe un segno di eccentricità e porterebbe il dubbioso all’attenzione dello psichiatra in un’età illuminata o dell’Inquisitore in un tempo antecedente [da “Is There a God?”, 1952]

        8. Non scaricherai l’onere della prova su colui che mette in dubbio l’affermazione. Se io dico che il resveratrolo (stilbene presente nei vini rossi) è la panacea di tutti i mali, sta a me dimostrarlo, non a chi non può dimostrare il contrario. Dobbiamo sempre ricordarci che affermazioni straordinarie richiedono prove straordinarie. La gente ha il dovere di dubitare e di sfidare qualsiasi affermazione, usando logica e razionalità. Purtroppo questo al giorno d’oggi non avviene nel modo corretto: si mette in dubbio il parere degli esperti (ok!) ma si usano argomentazioni fallaci, internamente incoerenti (ahi!). La lista è praticamente infinita, è un problema che ha contaminato tantissimi ambiti scientifici, persino il mio, quello alimentare. Ohibò.
        9. Non concluderai che “questo” segue “quello” quando manca una connessione logica. Fantastico: il non sequitur può implicare, tra gli altri casi, quelli in cui ci sono premesse veritiere e conclusioni che, nonostante siano veritiere, non derivano dalle premesse. In questo caso non è la connessione causa-conseguenza, ma proprio la logica a mancare: se non assumi correttamente la tua dose quotidiana di pro-vitamina A tua mamma cambierà casa. Eh?
        10. Non affermerai che premessa nota essa è necessariamente vera. “Dio esiste” sarebbe una proposizione vera perché la gente ci crede, in massa. Peccato non sia così. Questo tipo di deformazione logica è nota come argumentum ad populum (più chiaro di così) ed è tremendamente comune, non solo in materia di fede. “Ognuno fa questa cosa, quindi non potrà essere sbagliata“; “La maggioranza del popolo ha eletto questo candidato, pertanto deve essere un buon candidato” (chiedetelo in Germania o, meglio ancora, in Italia!)

        As announced in the Communication on online disinformation (link) adopted by the Commission on the 26th of April, the European Commission would like to support the creation of a European network of independent fact-checkers to establish common working methods, exchange best practices, achieve the broadest possible coverage across the EU, and participate in joint fact-checking and related activities. The need to create such network was expressed in several multistakeholder consultations as well as reported in the HLEG report. As a first step, the Commission would like to design and roll-out a secured web space (EU Fact Checker Portal) in order to enable an EU-wide collaboration among fact-checkers. In a second step, a secure European online platform on disinformation will be developed by extending capacity and capabilities of the EU Fact Checker Portal. In particular the platform will extend the network of fact-checking organisations as well as include research activities by involving academic research experts on online disinformation. This will enable the network of fact-checkers to act as trusted flaggers. It will also facilitate a deeper understanding of online disinformation and the design of evidence-based strategies for further limiting its spread. This workshop will be an opportunity to debate on the creation of a European network of fact-checkers. The aim is to collect views on what services the portal, and later the platform, should provide to concretely support European fact-checking activities and the creation of an integrated network of fact-checkers and acadenics. The debate should also touch upon the issue of the portal/platform governance (i.e. terms of access and service) in order to ensure full independence from any political entity and public authority.

We, fact-checkers, must keep in mind that our work as third-party fact-checkers depends on how much trust our readers have in our ethics. This is why we must respect the highest standards of transparency, nonpartisanship and fairness we can. We propose to create a worldwide and open source database of fact-check which will include the work of all fact-checking units which will want to join this effort.         Progetto di portale di qualità in ambito sanitario che ha lo scopo di aggregare le risorse informative (siti e portali nazionali ed internazionali) utili a pazienti e cittadini e ai professionisti della salute con due diverse interfacce e contenuti.
        Ho finora sviluppato le due pagine principali in maniera semplificativa. La parte patologie e condizioni necessiterebbe di cooperazione e fondi. Ma l’ idea è quella di creare un ambiente dove ci si possa muovere senza incorrere in informazioni prive di qualsiasi qualità specialmente in ambito sanitario dove ciò è molto pericoloso.
